Pre-Start Health and Safety Reviews (PSR)

Givens Engineering provides pre-start health and safety review (PSRs) to help Ontario manufacturers maintain compliance with the Ontario Health and Safety Act (OHSA). Our team of professional engineers conducts comprehensive safety assessments for lifting devices, safeguarded machinery, and industrial racks to ensure every workplace operates safely and efficiently.  

A PSR is required by the Ontario Health and Safety Act, Reg 851, Section 7 for: 

  • Safeguarding devices that signal the apparatus to stop, including but not limited to two-hand control systems. 
  • A travelling crane or other lifting device suspended from or supported by a structure. 
  • A structure that is a rack or stacking structure. 

What is a Pre-Start Health and Safety Review?

A Pre-Start Health and Safety Review (PSR) is a mandatory review conducted on a device or process to evaluate and ensure its safety in compliance with the Ontario Health and Safety Act. The PSR is mandatory requirement for factories and must be performed by a qualified engineer, unless an exemption applies. The objective of the PSR is to comprehensively assess the safety of the equipment or process before it commences operation, emphasizing the importance of preventive measures and risk mitigation to safeguard the well-being of workers and comply with statutory health and safety standards. This regulatory requirement, applicable exclusively in Ontario, Canada, was established in October 2000 and underwent revisions in 2022.

Understanding the PSR Process

With almost all PSRs, the first step is to find a drawing sealed by a P.Eng. This sealed drawing serves as the verified engineering documentation required to complete the PSR. 

  • Applies to all lifting devices, cranes
  • Applies to some machines with safeguarding

If a lifting device or machine does not have a sealed drawing, an engineering analysis must be conducted first, which may add to the total cost of completing the PSR. This step ensures that all equipment is properly documented, structurally sound, and meets Ontario safety compliance standards.
